Horizon Europe Work Programme 2026–2027 – Cluster 3: Civil Security for Society

The Horizon Europe Work Programme 2026–2027 sets out the European Union’s funding opportunities for research and innovation and was officially published by the European Commission on 11 December 2025. The Work Programme is structured into several thematic parts, including Cluster 3 – Civil Security for Society, which focuses on supporting projects that contribute to building a safer, more secure, and more resilient Europe.

Cluster 3 prioritises research and innovation in key areas related to societal security, such as the fight against crime and terrorism, effective management of external borders, protection of critical and resilient infrastructures, enhancing cybersecurity, and strengthening security research capabilities across Europe.
